The Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR)  programs are federal programs that provide non-dilutive seed funding to startup companies for early-stage product development.

Each year, eleven Federal agencies, including NSF, NASA, and DoD, allocate 3% of their budget, through SBIR/STTR, to fund research activities that address a specific need of each agency. The SBIR/STTR programs are highly competitive and the application and proposal writing process can be daunting.

Empire Corps, led by the City University of New York (CUNY) Industrial and Applied Research (IAR) Division and powered by the U.S. Small Business Administration’s (SBA) Federal and State Technology (FAST) Partnership Program, is New York State’s centralized SBIR/STTR support system for technology entrepreneurs. Through entrepreneurship training, mentorship, education, and tailored resources, Empire Corps empowers entrepreneurs to translate cutting-edge research into viable, scalable businesses.
